美海军新舰下水仪式出意外 战斗舰撞上拖驳船受损

美国海军计划中最后一艘“自由级”(Freedom-class)滨海战斗舰“克利夫兰号(USS
Cleveland,LCS-31)”在船厂下水仪式中传出意外。该船以“侧滑”方式入水,但却传出撞上一旁的拖驳船,虽然没有造成人员伤亡,但船体确有损伤,可能会造成交付期程延误。
美国军事媒体《Military
Times》报导,事故发生在威斯康辛州的芬坎蒂尼马里内特海军造船厂,“克利夫兰号”船身有受损,但位置高于水线,船体没有进水状况。而海军则表示正在厘清责任问题,但对于“克利夫兰号”是否能如期交付服役,则没有正面回应说明。
根据了解,芬坎蒂尼马里内特海军造船厂的“侧滑”入水方式将被新的“升船系统”取代,“克利夫兰号”是最后一艘以“侧滑”方式入水的舰船,不料发生意外碰撞。
事实上,美军对于“自由级”滨海战斗舰的定位一直存在矛盾,已经在连续数个会计年度中要求国会同意未满服役年限舰船退役,甚至建议拨交给南方司令部或海岸警卫队,执行沿岸缉毒、缉私任务,这使得“克利夫兰号”的处境相当尴尬,而在一下水遭遇到撞船事故,使得其多舛命运再添一笔。
美军设计滨海战斗舰的原意在于对付恐怖主义与国际海盗,需要高速、敏捷、自动化的轻武装军舰,但为了追求高速度,自由级濒海战斗舰的动力系统复杂,变速箱经常发生问题,必须维修;另外,为了减轻船身重量,采用大量铝合金制作,造成强度不足的问题,三体船造型的“独立级”(Independence-class)舰就出现船体裂纹问题。而在美军改变为与中国的“大国竞争”型态后,滨海战斗舰的贡献与麻烦,就成了美军最头疼的问题。
